Supporting control room officers in responding to major incidents
The National Control Liaison Officer (NCLO) course was created by the National Inter-agency Liaison Officer Group in response to recommendations from the Kerslake Report into the Manchester Arena attack in 2017. Accredited by SFJ Awards, the course was designed in partnership with National Fire Chiefs Council (NFCC) and the National Inter-Liaison Officer Course Delivery Board (NILO). The pilot course was delivered in 2022.
The course is designed for control room supervisors and managers from all agencies, and aims to equip learners with the knowledge they need to work with other control room managers and multi-agency officers in response to incidents (including major incidents).
The NCLO course is unique as the only programme to focus on control room environments across all services, providing knowledge to respond to incidents, including major incidents, marauding terrorist attacks and Chemical, Biological, Radiological and Nuclear (CBRN) attacks. This course also provides an understanding of common terminology, as well as coordinating and reinforcing multi-agency collaboration.
Upon successful completion, staff will:
- Understand the NILO role and how to effectively form a communication link throughout an incident.
- Have improved knowledge to assist with planning and response to major incidents and marauding terrorist attacks.
- Have an improved understanding of legal expectations and the inquiry process.
- Be able to deliver the NCLO role during an ongoing incident.
